Emergency Support Function 12: Utilities
PURPOSE
ESF-12: Utilities coordinates the production, provision, and distribution of central utilities and energy services including electric, steam, chilled water, potable water, sanitary and storm sewerage collection systems.
CONCEPT OF OPERATIONS
Coordinating Unit: Cornell University Facilities and Campus Services (FCS) Energy and Sustainability
FCS Energy and Sustainability has primary responsibility for production, provision, and distribution of central utilities and energy services for the Cornell campus. Additional services are provided by other private utility companies and municipalities including New York State Electric and Gas, the City of Ithaca, Village of Cayuga Heights, and Bolton Point Municipal Water System.
ESF ACTIONS
FCS Energy and Sustainability
- Coordinate production and distribution of above named utilities
- Utility system related infrastructure protection and emergency repair
- Utility system damage assessments
- Coordinate operations related to emergency shutdown and restoration of utility related services and facilities
- Prioritize and implement the restoration of utility services to university facilities and services
- Repair and maintenance of production and distribution systems
- Coordination and communication with private utility companies and municipal based utility providers
- Coordinate obtaining, prioritizing, and allocating temporary utility equipment and resources
- Coordinate identifying and procuring utility related services and equipment from private contractor and outside vendors
- Management of utility load shed operations to effectively allocate reduced utility production or delivery capability
