Emergency Support Function 2: Facilities Services
PURPOSE
ESF-3: Facilities Services coordinates the provision of services to support campus facility and infrastructure needs including personnel, equipment, facilities, materials, and supplies.
CONCEPT OF OPERATIONS
Coordinating Unit: Cornell University Facilities and Campus Services Facilities Management
Cornell University FCS Facilities Management has primary responsibility for facility and infrastructure related support services and management of physical impacts to campus facilities and grounds for the Cornell campus. Facilities Management may engage other Facilities and Campus Services departments and outside vendors and contractors to assist them in delivery of ESF-3 related services.
This ESF does not include steam, water, sewer, and electrical supply and distribution systems other than providing applicable ESF-3 support and services to the coordinating department for ESF-14 Utilities.
ESF ACTIONS
Facilities and Campus Services
- Services to evaluate, protect, repair, and maintain campus infrastructure and facilities including:
- Damage assessments and structural inspections
- Building and construction trades services
- Custodial services
- Debris and snow clearance and removal
- Excavation services
- Engineering services
- Services to coordinate temporary space assignment and use
- Identification of available spaces and their attributes
- Modification of space for change of use
- Setup for temporary use
- Demobilization after use
- Liaison with ESF2 for IT system and network hardware and supplies
- Facility services related equipment and supplies
- On campus inventory
- Inventory from outside vendors and contractors
