Emergency Support Function 8: Health Services
PURPOSE
ESF-8: Health Services coordinates the provision of health services including outpatient medical, infectious disease, and mental health care.
CONCEPT OF OPERATIONS
Coordinating Unit: Cornell Health
Cornell Health has primary responsibility for provision of health services for students and limited responsibility for provision of health services for employees and guests on the Cornell campus. In some situations Cornell Health may decide to provide expanded health services for campus employees and guests. Additional support is provided by other community medical and mental health providers.
ESF-8: Health Services does not include the provision of emergency medical services as outlined in ESF-9: Emergency Medical Services. Coordinating departments of ESF-8 and ESF-9 may coordinate resources and efforts to jointly manage large scale health related emergencies.
ESF-8: Health Services will provide and coordinate clinical mental health services to support ESF-19: Student and Community Crisis Support.

Cornell Health
- Outpatient primary care services for diagnosis, care, and treatment of medical conditions for students
- Communicable disease management including:
- Outpatient primary care services
- Provision of disease specific information and public education
- Case tracking of infected campus community members
- Coordination, staffing, and management of campus vaccination operations
- Coordination and liaising with outside public health agencies and medical facilities
- Outpatient mental health care counseling and support for students
- Coordination of medical and mental health care to the campus community by outside providers
